| 内容記述 | This report presents the results of analyzing the motives, etc. of the people who migrated to Kesennuma in Miyagi Prefecture after the Tohoku Earthquake and Tsunami. Migration to a different region within Japan, especially to non-metropolitan areas, has become a trend since the second half of the aughts. Policies related to countryside revitalization implemented since 2014 to address the concentration of population in the Tokyo metropolitan area have improved the environment for people wishing to migrate to rural areas. Many people also subsequently moved to the disaster-stricken area to participate in volunteer activities, and have continued to live there. Further, various factors during the recovery and reconstruction process contributed to the acceleration of population decline in the disaster-stricken area. Therefore, even though the number of external migrants due to the disaster is limited, it is expected to play a certain role in the sustainable development of the region. In this study, semi-structured interviews were conducted with eight individuals who moved to Kesennuma after the earthquake. Participants were chosen from those who had moved to Kesennuma in Miyagi Prefecture from other prefectures or municipalities after the Tohoku Earthquake and Tsunami, and at least three years had passed since their migration at the time of the interview. The results of the analysis confirmed that the primary reasons for migration were "assistance for disaster recovery and reconstruction," "formation of attachment to the region," and "marriage." We were also able to confirm the formation of ties between local residents and migrants, and amongst migrants. In addition, we identified factors characteristic of migration to disaster-stricken areas. |
