| 内容記述 | This paper reports on the trends in Japan's regional policies since 2010s, focusing on disaster reconstruction policies after the Great East Japan Earthquake and regional revitalization policies. It also touches on the allocation of regional resources. Japan currently faces a declining population, a declining birthrate, and an aging population. Additionally, sustainable regional development is becoming even more important. Various issues have become apparent against these issues, and it has long been necessary to develop initiatives that take advantage of the individual characteristics of each region. Furthermore, in the face of a decrease in tax revenues due to a declining population, utilizing limited resources for sustainable regional development is a vital role given to regional policy. Under such circumstances, the importance of "regional resources" has been rediscovered in the context of regional development. “Regional resources” is a term and concept that is generalized in areas related to the development of specific policies, and is utilized in several ways. This study was based primarily on a review of publicly available administrative materials and previous research. In the recovery and reconstruction from the Great East Japan Earthquake, based on past disasters, "local and community-led reconstruction" has been proposed. In the process, initiatives that utilize local resources such as natural and cultural resources have been created in various quarters and policies that support them can be found. This study confirms that “regional resources” was included as a specific term for the positioning of regional resources in the process of regional revitalization from the latter’s second phase. Furthermore, it found that the term “regional resources” has been used as a broad concept based on the allocation of resources for high added value and creation of industries, but also has social effects such as endogenous development and enhancing the region’s appeal. |
