| 内容記述 | This paper examines the role of local governments in the implementation of the Ramsar Convention in Japan, focusing on local government plans and the Wetland City Accreditation of the Ramsar Convention. The Ramsar Convention, adopted in 1971, aims to promote the conservation and wise use of wetlands, which provide critical ecosystem services. In Japan, the convention is primarily implemented through national legislation such as the Natural Parks Act and the Act on the Protection and Management of Wildlife, and the Optimization of Hunting. However, these laws mainly focus on physical protection and regulation, lacking comprehensive frameworks for promoting wise use and community engagement (CEPA). To address these gaps, some local governments have developed independent plans directly linked to the Ramsar Convention, without relying on national legislation. These plans vary widely in scope and effectiveness, reflecting local conditions and priorities. Additionally, the Wetland City Accreditation, established in 2015, aims to encourage local governments to strengthen their conservation efforts by providing international recognition. This paper analyzes the contents and significance of these local government plans and the accreditation system, highlighting their complementary roles in supporting the convention's implementation. The study finds that while these mechanisms can enhance the effectiveness of the Ramsar Convention implementation, challenges remain, including disparities in plan quality and the need for standardized evaluation criteria. The paper concludes with recommendations for improving these systems to ensure more consistent and impactful wetland conservation at the local level, emphasizing the critical role of local governments as primary actors in achieving the convention's goals. | |||||||||||
