Against the backdrop of fiscal constraints and aging infrastructure in Japanese municipalities, Private Finance Initiative (PFI) has emerged as a key Public-Private Partnership (PPP) approach. The P-PFI applies this framework specifically to public parks, enabling private businesses not only to develop revenue-generating facilities but also to undertake the redevelopment and maintenance of public spaces within park areas. It offers unique incentives such as eased building coverage ratios for park facilities and extended facilities permit durations, thereby supporting private sector investment and long-term project stability. This research combines theoretical analysis—using Resource-Based View (RBV), Stakeholder Theory (SHT), Five Forces Analysis, and Innovation Theory—with an empirical survey targeting firms involved in P-PFI projects as of 2023. The findings suggest that P-PFI allows private businesses to secure competitive advantages through complex activity systems and stakeholder collaborations while promoting innovation in accordance with Schumpeter’s five types of innovation. Market analysis indicates that P-PFI offers a moderately stable competitive environment with limited rivalry and manageable external threats. However, challenges such as high initial costs and modest profitability hinder the full realization of these advantages. This study proposes that enhancing institutional flexibility and improving risk-return balances are crucial for the future development of P-PFI.
